120,000 Oregonians are estimated unlikely to be insured for healthcare by 2019. 71% are low-income. 56,000 of those low-income will earn too much to qualify for Oregon Medicaid. Another 99,000 will be uninsured due to being undocumented immigrants. Yet another 69,000 are exempt from the individual mandate, such as for hardship or being a tribal member.
