Vermont guarantees health care for Vermonters by 2017. The plan anticipates about 25% savings. Yet, it will still have to contend with health plans for Medicare, Medicaid, military, and veterans, as well as retirees from out-of-state companies, and self-insured businesses. Other states considering single payer will be monitoring  implementation issues related to taxes, waivers, claims processing, and pay-for-performance.
